Prisoners in the U.S. are always increasing. Currently, there are insufficient spaces to imprison all of them. With the insufficient revenues in all the states, there is a huge problem looming. One method: release the non-violent drug users and demand more rehab and training--always cheaper than incarceration. Today, imprisonment costs each victim more than a Harvard education! But preventive measures are always underfun <BR> <BR>Because of the bad economy, there are more burglaries, stolen cars, etc., yet fewer police to apprehend for the same reason: lack of funds.

I have wondered, what would an ideal punitive system be like. <BR> <BR>One receipt IMHO would be: <BR> <BR>- take 1/3 measure containing the best aspects of American system. <BR> <BR>- take 1/3 measure containing the best aspects of Finnish system. <BR> <BR>- take 1/6 measure of common sense <BR> <BR>- take 1/6 measure of common decency. <BR> <BR>Mix the ingredients carefully.
