Prisoners or fugitives?

Quote:

"Hundreds of convicted criminals become fugitives from justice in an attempt to avoid their prison sentences. The newspaper Keskisuomalainen reports that nearly 600 convicts have not shown up to serve their prison sentences.
The Criminal Sanctions Agency's chief inspector Raili Matinpuro says that most fugitives are caught within a few weeks or months.
The percentage of convicts who attempt to evade their prison sentences is still very low. In 2007, for example, nearly 12,500 prison sentences were handed down. "

Source:
http://yle.fi/uutiset/news/2009/01/hundreds_of_con victs_evade_prison_sentences_506589.htm

BTW,
there is included (c.f. the link above) a picture of one of the most famous Finnish prisons.
Any impressions?

Re: Prisoners or fugitives?

The number of prisoners in Finland has decreased by 10% in last five years.

Therefore - and for the current economical situation - the number of prisons will decrease.

The first prison in the butcher's list is Konnunsuo, a prison even more famous than Pelso.

The picture can be seen by clicking the link:

http://yle.fi/ecepic/archive/00085/Konnunsuon_vank ila_85967b.jpg

The public opinion in legal matters is quite different form that of legislators.

The Court of Appeal of Eastern Finland is notorious of it's invention of a new concept:

Light rape (c.f. Light Pepsi).

Re: Prisoners or fugitives?

Quote:
"Life prisoner Nikita Fouganthine was granted conditional release from Riihimäki prison on Monday morning. The Supreme Court reversed a Helsinki Court of Appeal decision that would have kept Fouganthine behind bars.
In December 2007, the Helsinki Court of Appeal granted Fouganthine a conditional release. However the court revoked its decision in June 2008 after Fouganthine was found guilty of aggravated endangerment of traffic safety while on parole.
The Supreme Court said that while Fouganthine broke the law while on parole, his new offences warranted a milder punishment when compared to his original crime.
Fouganthine, formerly known as Juha Valjakkala, was handed a life sentence in 1988 for murdering three people in Sweden."

Source:
http://yle.fi/uutiset/news/2009/02/triple-murderer _granted_conditional_release__518685.htm

Re: Prisoners or fugitives?

Prisoners in the U.S. are always increasing. Currently, there are insufficient spaces to imprison all of them. With the insufficient revenues in all the states, there is a huge problem looming. One method: release the non-violent drug users and demand more rehab and training--always cheaper than incarceration. Today, imprisonment costs each victim more than a Harvard education! But preventive measures are always underfun

Because of the bad economy, there are more burglaries, stolen cars, etc., yet fewer police to apprehend for the same reason: lack of funds.

Re: Prisoners or fugitives?

Every time Fouganthine was released from prison, it was rumored that he would come here, i.e. Pori, where his ex-girlfriend lives or at least lived.

So the local people are little bit tense...

Re: Prisoners or fugitives?

I have wondered, what would an ideal punitive system be like.

One receipt IMHO would be:

- take 1/3 measure containing the best aspects of American system.

- take 1/3 measure containing the best aspects of Finnish system.

- take 1/6 measure of common sense

- take 1/6 measure of common decency.

Mix the ingredients carefully.

Re: Prisoners or fugitives?

A famous T-shirt

When Valjakkala/Fouganthine was released from the prison, he was wearing a T-shirt colored with the colors of Swedish flag and furnished with the text "Sweden".

He had committed the triple murder just in Sweden.

People are wondering, why he was hinting at Sweden.

Picture can be seen at

http://alibi.fi/uutiset/ota-kantaa-mita-mielta-ole t-fouganthinen-vapautumisesta
